THE NOTIFICATION ON ATTRACTING AND SELECTING EXPERTS AND SCIENTISTS OF THE MANAGEMENT BOARD OF AGRICULTURAL HIGH-TECH PARK<\/strong><\/span><\/p>\n

 <\/p>\n

Pursuant to Decision No. 05\/2026\/QD-UBND dated February 01, 2026 of the People’s Committee of Ho Chi Minh City on the promulgation of Regulations on attracting experts, scientists, and individuals with special talents of Ho Chi Minh City;\u00a0\u00a0<\/em><\/span><\/p>\n

Pursuant to Decision No. 365\/QD-NNCNC dated October 12, 2026 of the Head of the Management Board of Agricultural High-Tech Park on the promulgation of the Plan to attract experts and scientists of Ho Chi Minh City to the Management Board of Agricultural High-Tech Park\u00a0\u00a0 <\/strong><\/em><\/span><\/p>\n

The Management Board of Agricultural High-Tech Park announces the recruitment demands for experts and scientists as follows:\u00a0\u00a0<\/span><\/p>\n

I. ELIGIBLE TARGETS AND QUALIFICATION CRITERIA<\/strong><\/span><\/p>\n

Individuals meeting the following general and specific criteria:\u00a0\u00a0<\/span><\/p>\n

1. General criteria<\/strong><\/span><\/p>\n

– Ensure regulations in Article 4 of Resolution No. 27\/2023\/NQ-HDND. Experts and scientists attracted under Resolution No. 27\/2023\/NQ-HDND must fully satisfy the following criteria and standards:\u00a0\u00a0<\/span><\/p>\n

+ Possess full health capacity and full civil act capacity, meeting the job requirements.\u00a0\u00a0<\/span><\/p>\n

+ Have a clear personal background. In the case of holding foreign nationality, the candidate must not be subject to entry bans or entry restrictions under the laws of Vietnam.\u00a0\u00a0<\/span><\/p>\n

+ Meet professional ethical standards, qualifications, and skills appropriate to the requirements of the position needing recruitment.\u00a0\u00a0<\/span><\/p>\n

+ Hold educational qualifications and majors appropriate to science and technology activities in accordance with the laws of Vietnam.\u00a0\u00a0<\/span><\/p>\n

+ Meet qualification standards regarding professional expertise, practical experience, and scientific research achievements appropriate to the requirements of the position needing recruitment.\u00a0\u00a0<\/span><\/p>\n

+ Have research works published in scientific journals within the Web of Science (WoS) database, or outstanding research works that have been evaluated and accepted, or recognized patents yielding high efficiency applied in industrial production, agriculture, and other fields and sectors.\u00a0\u00a0<\/span><\/p>\n

+ Possess extensive experience in training, consulting, technology transfer, science activities management, operating equipment, production lines, and product design\/manufacturing related to the specialized field.\u00a0\u00a0<\/span><\/p>\n

+ Not fall under the following cases: currently facing criminal prosecution; currently serving or having served a criminal sentence or court decision without having their criminal record expunged; currently subject to administrative handling measures involving compulsory rehabilitation centers or compulsory educational institutions.\u00a0\u00a0<\/span><\/p>\n

NOTE: Cadres and civil servants under the provisions of law are not eligible for recruitment.<\/em><\/strong><\/span><\/p>\n

2. Specific criteria<\/strong><\/span><\/p>\n

Applicants must fully meet the specific requirements of the position needing recruitment, as detailed in Appendix II – Positions attracting experts and scientists to work at the Management Board of Agricultural High-Tech Park<\/a>.<\/span>\u00a0\u00a0<\/em><\/strong><\/span><\/p>\n

II. RECRUITMENT TARGETS AND REQUIREMENTS<\/strong><\/span><\/p>\n

1.Targets <\/strong><\/span><\/p>\n

Recruit experts and scientists in 2026 for the Management Board of Agricultural High-Tech Park, specifically:\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in planning the network development of High-tech Agricultural Park.\u00a0\u00a0<\/span><\/p>\n

– 02 experts, scientists in strategy and policy planning for high-tech agricultural development in livestock farming.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in strategy and policy planning for applied biotechnology development in agriculture.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in strategy and policy planning for high-tech agricultural development in crop production.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in strategy and policy planning for high-tech aquaculture development.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in strategy and policy planning for high-tech agricultural development in post-harvest preservation.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in crop breeding (vegetables, flowers, fruit trees, ornamental plants…).\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in post-harvest technology.\u00a0\u00a0<\/span><\/p>\n

– 01 expert, scientist in digital transformation, database building, and artificial intelligence (AI) systems.\u00a0\u00a0<\/span><\/p>\n

3. Working duration <\/strong><\/span><\/p>\n

– Expected working duration: 01 year in the period 2026\u20132030, with a minimum commitment of 12 months; contract extension based on evaluation and acceptance results.\u00a0\u00a0<\/span><\/p>\n

– Contract form: labor contract (duties and work deliverables specified in the contract annex).\u00a0\u00a0<\/span><\/p>\n

4. Job description and work deliverables for recruitment positions of experts and scientists <\/strong><\/span><\/p>\n

– Duties and work deliverables for the recruitment positions of experts and scientists are detailed in Appendix II – Positions attracting experts and scientists to work at the Management Board of Agricultural High-Tech Park<\/a><\/span>.\u00a0\u00a0<\/strong><\/em><\/span><\/p>\n

5. Specific requirements <\/strong><\/span><\/p>\n

III. REMUNERATION POLICIES<\/strong><\/span><\/p>\n

– Selected individuals shall enjoy remuneration policies in accordance with Chapter III of the Regulations issued together with Decision No. 05\/2026\/QD-UBND dated February 01, 2026 of the City People’s Committee.\u00a0\u00a0<\/span><\/p>\n

– Pursuant to Resolution No. 27\/2023\/NQ-HDND dated December 08, 2023 of the City People’s Council on the income levels of experts, scientists, and individuals with special talents in fields that Ho Chi Minh City needs to attract, specifically:\u00a0\u00a0<\/span><\/p>\n

+ Initial income support level: 100,000,000 VND (Clause 1, Article 5 of Resolution No. 27\/2023\/NQ-HDND);\u00a0\u00a0<\/span><\/p>\n

+ Monthly income level: 50,000,000 \u2013 100,000,000 VND\/person\/month (Point a, Clause 2, Article 5 of Resolution No. 27\/2023\/NQ-HDND);\u00a0\u00a0<\/span><\/p>\n

+ Income incentive level for scientific research, promoting intellectual capacity, and technology development (Clause 3, Article 5 of Resolution No. 27\/2023\/NQ-HDND):<\/span><\/p>\n

a) For experts, scientists, and individuals with special talents recruited to execute projects:<\/span><\/p>\n

In cases where a project is executed by 01 expert, scientist, or individual with special talents: for each project approved and officially recognized in writing by the competent agency or unit, the expert, scientist, or individual with special talents shall be entitled to an income incentive for scientific research, promoting intellectual capacity, and technology development equivalent to 5% of the total City budget funding allocated for that project. The minimum income incentive shall not be lower than 50,000,000 VND\/person\/project (fifty million dong). In cases where the total approved or licensed City budget investment for the project officially exceeds 20,000,000,000 VND\/project (twenty billion dong), the maximum income incentive shall be 1,000,000,000 VND\/person\/project (one billion dong).\u00a0\u00a0<\/span><\/p>\n

In cases where a project is executed jointly by multiple experts, scientists, or individuals with special talents: the income incentive for the implementation team shall be 5% of the total City budget funding allocated for that project. The income incentive for each expert, scientist, or individual with special talents shall not be lower than 30,000,000 VND\/person\/project (thirty million dong), and the total income incentive for the entire project implementation team shall be a maximum of 2,000,000,000 VND (two billion dong).<\/span><\/p>\n

b) For individuals with special talents recruited into positions not requiring works\/projects:<\/span><\/p>\n

Based on the results of task implementation, contribution level, and the value\/magnitude of achievements and awards attained, individuals with special talents shall be entitled to an incentive level commensurate with their personal contributions, up to a maximum of 1,000,000,000 VND\/person (one billion dong).\u00a0\u00a0<\/span><\/p>\n

– In cases where experts, scientists, and individuals with special talents face housing difficulties but the recruiting agency or unit cannot arrange official housing, they shall be supported with a maximum of 50% of the housing rental cost, not exceeding 7,000,000 VND\/month (seven million dong) (Clause 4, Article 5 of Resolution No. 27\/2023\/NQ-HDND).\u00a0\u00a0<\/span><\/p>\n

– Selected individuals shall be provided with transportation and working facilities as per the conditions of the agency (Article 11 of Decision No. 05\/2026\/QD-UBND).\u00a0\u00a0<\/span><\/p>\n

– Experts and scientists shall be considered by the agency to receive a share of profits derived from the commercialization of intellectual products in accordance with the Law on Science, Technology and Innovation, the Law on Technology Transfer, and the Law on Intellectual Property.<\/span><\/p>\n

IV. APPLICATION REGISTRATION<\/strong><\/span><\/p>\n

1. Preparation of application documents<\/strong><\/span><\/p>\n

a) Applicants shall prepare 01 set of capacity-demonstrating documents according to requirements and shall only register for positions suitable to their professional qualifications, experience, and capacity. Capacity-demonstrating documents will not be returned.<\/span><\/p>\n

b) The content, format, and quantity of documents in the capacity-demonstrating profile shall be decided by the applicant; however, basic information must be ensured, including an application registration letter, scientific curriculum vitae, health certificate issued within the last 06 months, diplomas and certificates, an outline proposal of direction\/plan for performing expected tasks, and supporting documents of experience and achievements.<\/span><\/p>\n

The application registration letter shall include personal information, contact methods (mailing address, telephone number, contact email…) and clearly state the title of the position wished to participate in recruitment.\u00a0\u00a0<\/span><\/p>\n

Documents proving the contents self-introduced in the Application registration letter and Scientific CV to demonstrate capacity, work experience, achievements appropriate to the requirements of the recruited position. For example: copies of diplomas and degrees, inventions, patents, utility solutions, evaluated and approved scientific works\/projects…, confirmation from product-using agencies… Documents on professional diplomas and degrees issued by foreign institutions must have diploma recognition and notarized translations.\u00a0\u00a0<\/span><\/p>\n

Documents shall be presented in Vietnamese or English. In case of being presented in another language, a Vietnamese or English translation must be attached.<\/span><\/p>\n

Applicants shall be responsible for the accuracy, honesty, and legality of the dossier.\u00a0\u00a0<\/span><\/p>\n

2. Methods of submitting capacity-demonstrating documents and application registration<\/strong><\/span><\/p>\n

a) In case of submitting hard copies: applicants shall submit directly or send via postal service (calculated by postmark date) to the address: Management Board of Agricultural High-Tech Park, 29 Le Quy Don Street, Xuan Hoa Ward, Ho Chi Minh City.<\/span><\/p>\n

b) In case of submitting electronic copies: applicants shall send the document profile to the email address: khcn.ahtp@tphcm.gov.vn.<\/span><\/p>\n

3. Application submission deadline<\/strong><\/span><\/p>\n

Within 30 days from the date of posting the recruitment notification.\u00a0\u00a0<\/span><\/p>\n

V. RECRUITMENT PROCEDURE<\/strong><\/span><\/p>\n

The Attraction and Selection Council for experts, scientists, and individuals with special talents under the Management Board of Agricultural High-Tech Park, acting as an advisory body for the implementation of the City’s attraction policies, shall receive, appraise, and evaluate the capacity of applicants (through submitted documents, direct discussions, and listening to project presentation reports and task execution directions).\u00a0\u00a0<\/span><\/p>\n

Specific time schedules regarding preparation work and presentation reports shall be promptly notified to applicants via their provided contact addresses.\u00a0\u00a0<\/span><\/p>\n
